Blackwing Industries is a private military company which has been contracted by Paragon City to replace the police in Kallisti Wharf. P.E.A.C.E. (Police Emergency Action & Crisis Engagement) is their heavy response division. P.E.A.C.E. Coordinators are one of the most unassuming, but when left to their own devices, are the most dangerous type of operative. Utilizing integrated cybernetics and the Coordinator's own psionic powers, they can both process and communicate massive amounts of data directly into their squad's minds to achieve an almost inhuman level of coordination. BWI's source for this impressive technology and the supply of psychics who can utilize it are a topic of frequent debate amongst arms dealers.
